Currently this extension just holds any flax stuff that was cut out of greenstone3.
As the flax project is not currently being worked on I have done no work in getting this extension usable.

Greenstone's web.xml. used to have
	<!ENTITY flax-config SYSTEM "flax.xml">
in the doctype, and then
&flax-config;
underneath &servlets-config;
